When I read the story, all I could think of was slenderman.
Uh, this is weird at first since I'm from Erie, PA, but that window, see the bottom part? It moves up when you open it. Yeah, so it was moved up, and the hand was placed...
Gotta agree with Kalasa, that's the first thing that came to my mind when I first saw the picture.
